New Smash Controller app for 3DS lets you control Wii U version without 3DS game

While ‘everything’ might have leaked out of the Smash Bros. presentation before Nintendo even broadcast it there was thing that has surprised us and it wasn’t revealed in the presentation.
You can now download the ‘Smash Controller’ app on your Nintendo 3DS to use the system as a controller for the Wii U version of the game without having to own a copy of Super Smash Bros. for Nintendo 3DS.
It is available from the Nintendo 3DS eShop right now (assuming it will load) and works with the latest patched version of Super Smash Bros. for Wii U.
Smash Controller costs $1.30AUD to download.

That is not bad, but unless you only have one Wii u controller, I don’t see anyone really doing it.
Still nice to see Nintendo giving more options
this question is a bit unrelated sorry, but I have some questions about cross-compatability if anyone knows? I have a japanese 3ds + smash 3ds, and an Australian wii u. I plan to buy smash wii u (oz), and wonder:
a) will I be able to use my japanese 3ds/smash3ds as an extra controller for Australian smash wii u.
b) would I be able to buy DLC for both platforms if they are different regions
